In AD 324 Constantine defeated his co-emperor Licinius at Adrianople and Chrysopolis and became sole ruler of the Roman world. He chose the old Greek city of Byzantium, on the European shore of the Bosporus, for a new imperial city. The site commanded the sea route between the Black Sea and the Mediterranean and the land road between Europe and Asia, and it lay closer than Rome to the frontiers on the Danube and in the east.
Constantine greatly enlarged the city, with a new land wall far to the west of the old one, a forum, palaces and churches, and he expanded the Hippodrome. He dedicated Constantinople on 11 May AD 330. The church historian Philostorgius tells how the emperor marked out the new boundary on foot, spear in hand. When his companions felt he had gone far enough, he is said to have replied that he would go on until the one walking ahead of him stopped, meaning a guide only he could see. The story is legend, but it captures how Constantinople was seen: a city founded under divine guidance, a new Rome.
The painting follows Constantine along the line. He strides forward in a jeweled diadem and a purple cloak over gilded robes, eyes on the distance, the spear point cutting the soil. Behind him a man carries a groma, the Roman surveyor's sighting instrument, and clergy and officials follow. Below, the city on its peninsula shines in the light, and ships cross the strait under white sails.
